The No-IP Mail Reflector service only provides an inbound SMTP service.  This is used to get email into your server on blocked port 25.

For outbound SMTP (sending mail) you may use our outbound SMTP solution, which is called Alternate Port SMTP to get around blocked outbound port 25, or if your ISP provides an SMTP server, you may contact them for details on setting this up.
